We will take an active approach to addressing climate change, meet our 2030 nationally determined contributions (NDCs), and develop an action plan to peak carbon dioxide emissions before 2030. We will strengthen the dual-control system for both total energy consumption and energy intensity, with a focus on reducing fossil fuel use. Our approach will prioritize controlling carbon intensity while also managing total carbon emissions, and we will support regions, key sectors, and leading enterprises in reaching peak emissions early.
We will promote clean, low-carbon, safe and efficient energy use, and further advance the low-carbon transformation of industries, urban and rural development, and transportation. In addition, we will intensify efforts to control other greenhouse gases including methane, hydrofluorocarbons, and perfluorocarbons, while enhancing the carbon sink capacity of ecosystems. Our ultimate goal is to achieve carbon neutrality before 2060, implementing stronger policies and measures to ensure this outcome.
